With this license type, a single user can have more than one “per app” license if they require access to multiple solutions and each app can have multiple number of users.

Power Apps per App Pay-as-you-go (PAYG) Plan: The Power Apps per app pay-as-you-go plan is best suited for businesses that need an affordable way to use custom applications. This plan allows you to leverage all the features of Power Apps, including connectors, variables, expressions, and controls. With PAYG Plan you get the freedom to build an unlimited number of apps and run them in production. If you only need to use PowerApps for a short period of time, a monthly or annual subscription is available for purchase.
